Olmedo A. Rosas A. , born in Tolé, Republic of Panama, on July 3 of 1927, son of Don Carlos Rosas and Doña Elodia Abrego, who educated their children to serve their nation with talent, honesty and transparency, teachings passed on to his children and grandchildren. He was married to Mrs. Mary O’Donnell de Rosas , native of Boquete, with whom he had three children.

The foundation of our firm date back to 1953, when its founder, having recently graduated from the Law and Political Science School of the University of Panama, formed his own law firm. This practice, as well as his independent litigations, was interrupted during the performance of roles in the public sector in order to shape his public life from 1964 to 1968.

The private practice of Law was resumed by Olmedo A. Rosas when he retired from his public life, which grew gradually to give way in 1984 to the civil society Rosas & Rosas, a successful law firm, as a continuation of the existing practice, and which has dedicated to and specializes in several fields of Law, such as Corporate, Banking, Maritime, Civil Aviation, Administrative, Commercial, Contractual, Labor, Criminal, Migration, Trademark, Tax Law, among others.

Olmedo A, Rosas passed away in 1990, leaving a legacy high professional execution and service to the nation, legacy that all members of the firm try to emulate in every instance.

Don Jorge Rubén Rosas Abrego

Jorge Rubén Rosas Abrego, was born in Tolé, Chiriqui, on April 2, 1923, and died on June 28, 2017. He stood out as a lawyer, politician and family man, managing to create with his outstanding performance a paradigm of the exemplary citizen for future generations.

Jorge Rubén Rosas Abrego, was born in Tolé, Chiriqui, on April 2, 1923, and died on June 28, 2017. He stood out as a lawyer, politician and family man, managing to create with his outstanding performance a paradigm of the exemplary citizen for future generations.

His desire for improvement led him to emigrate to the capital in 1941, with little academic preparation. He managed to be employed in the then Panama Canal Zone, where he learned of the injustices of the labor system that prevailed at that time, which drove his affinity for Labor Law.

In the elections of May of 1960, Jorge Rubén Rosas was elected Deputy of the National Assembly, by the province of Chiriqui.

He was elected Deputy to the National Assembly in 1960, 1964, 1968, 1984 and 1989, occupying the presidency of the Legislative Body during the period from October 1, 1962 to September 30, 1963. Between 1989 and 1993, he held the position of Minister of Labor and Work Development.

At a professional level, Jorge Rubén Rosas practiced law in the firm Rosas y Rosas as founding partner, since his brother Olmedo Rosas created it in 1953. Self-taught in the subject, he was ratified by the University of Panama, after excelling an academic adequacy test.

Following the ratification, the Plenary of the Supreme Court of Justice granted him the required license. His sense of professionalism led him to specialize in Aeronautical Law, Public Contracting, Administrative Law, Insurance and the practice that stood over all, Labor Law.

He was granted with different awards and accolades such as the GRAND CROSS degree of the ORDER OF ISABEL LA CATOLICA, granted by the Government of Spain in 1969; the GRAND CROSS degree of the MANUEL AMADOR GUERRERO NATIONAL ORDER granted by the Government of the Republic of Panama in 1993; and the JUSTO AROSEMENA Award, granted by the National Legislative Assembly of Panama, Honoris Causa Doctorate of the Santa Maria la Antigua University (U.S.M.A.) on Tuesday, November 19, 2013.

Rachel Arosemena Rosas / Partner

Ms. Rachel Arosemena joined the firm in 2008. She currently leads the Maritime Law practice of the Firm, advising clients in the purchase, financing and flagging of ships. Ms. Arosemena is also a member of the Firm’s Commercial Law and Corporate Law practices, participating in mergers and acquisitions, real estate transactions and corporate services, among others.
